General Plan Update and EIR

City of Capitola

The General Plan Update and EIR for the City of Capitla is a multi-faceted project that will address a broad range of issues through a closely coordinated process. The project includes preparation of the General Plan itself, a Zoning Code Update, an Environmental Impact Report, a Climate Action Plan, and an updated Local Coastal Program. Key issues for the project include promoting sustainable development, adapting to climate change, protecting existing neighborhoods, enhancing the historic Downtown, and revitalizing the city’s commercial centers. DC&E will also prepare a Revisioning Plan for the 41st Avenue corridor and Capitola Mall, which will focus on revitalizing this commercial area through targeted infill and streetscape improvements to create a more pedestrian-scaled design environment. DC&E will also lead the preparation of a study of the potential for green jobs and sustainable economic development in Capitola, and develop a parking management strategy for the Downtown.
