David Early served as project planner in the initial stages of planning for the development and conservation of a 5,600-acre study area north of Benicia. Key issues in the area included proximity to a quarry and a closed Class I landfill, preservation of biotic habitats and water quality at the City's back-up reservoir, and development character and visibility. Several plan alternatives showing varieties of residential types and densities, as well as industrial and mixed-use approaches, were designed and evaluated.*
