David Early developed these General Plan-level policy documents for a 1,700-acre area on the northern slopes of Mount Diablo.  The documents allow for limited residential development in the area, with preservation of natural resources and substantial open space areas.  The Plan created a framework for orderly growth with a clear boundary at Clayton"s eastern edge.*
