Coliseum Land Use Suitability Study

David Early led a consultant team that assessed planning constraints and appropriate land uses for a 6,500-acre study area in East Oakland surrounding the Fruitvale and Coliseum BART stations. The study area's location in the inner East Bay made it an ideal target for high density, transit-oriented development, and the City also sought to maintain the area as a major employment center. The study included a catalog of existing environmental, land use and policy conditions, and an assessment of seven specific land uses. It served as a basis for the creation of City of Oakland's Coliseum Area Redevelopment Plan.*
