North Sacramento Community Plan Land Use and Design Study

David Early developed land use policies, design guidelines and prototypical development plans for sites around five light rail stations in the historic community of North Sacramento.  The proposed transit-oriented development included small-lot and mid-rise residences, offices, retail shops, and community facilities.  Mr. Early also oversaw a full market study of the area and case studies of development completed in other communities served by light rail, which ensured that the proposals put forth were realistic under current market conditions.*
