Berkeley General Plan Update Program Evaluation

For this General Plan Update, David Early worked with a team of subconsultants to draft an assessment of all current City programs.  The City's programs were sorted into groups in order to show where City resources were being spent, and to evaluate both the cost efficiency and service effectiveness of each program group.*
