David Early served as Principal-in-Charge and project manager for the early phases of this project, which sought to plan for an industrial park on the northern edge of Modesto. Mr. Early coordinated Bay Area Economics' preparation of an Industrial Development Strategy for the entire city, and also oversaw preparation of an existing conditions analysis for the 1,300-acre study area.*
