DC&E assisted a private developer with scoping for the formulation of a Specific Plan for a 700-acre area along the Stanislaus River in the Central Valley town of Oakdale.  The project included residential development and a golf course in an area with jurisdictional wetlands that required annexation and extensive transportation improvements.
