Harbor Industrial Area Sphere of Influence Study

DC&E provided planning expertise to San Mateo County LAFCO in its assessment of the appropriate Sphere of Influence boundary for a 230-acre unincorporated industrial area between the cities of San Carlos and Belmont.  Working as a subconsultant to Bay Area Economics, DC&E analyzed land use, housing, transportation, noise, and policy factors pertaining to the area and the two adjacent cities.  The study resulted in recommendations regarding changes to the Sphere boundary and the area's ultimate annexation.
