East Valley/680 Communities Neighborhood Improvement Plan

DC&E prepared a neighborhood plan for the East Valley/680 area of San Jose, which is part of the larger, city-wide Strong Neighborhoods Initiative targeted at stimulating community involvement in public decision-making and investment. The project was highly community-based, and was focused on the identification of physical and program improvements for the neighborhood. DC&E worked closely with the predominantly Latino and Asian community through an extensive involvement process to develop a vision and goals for enhancements in the neighborhood. Physical design improvements included Lower Silver Creek corridor enhancements and utility easement improvements, streetscape improvements such as lighting and street trees, infrastructure improvements to address flooding, and new parking. Designs for a pedestrian bridge over Lower Silver Creek and other circulation improvement opportunities were also proposed in order to provide needed intra-neighborhood circulation, improved access to schools, and connections to the nearby Story Road and Alum Rock neighborhood business districts.
