McClellan Heights/Parker Homes Land Use and Infrastructure Plan and EIR

DC&E led a consultant team to develop a comprehensive land use and infrastructure plan for the McClellan Heights and Parker Homes neighborhoods, located on the northeast edge of the Sacramento city limits adjacent to the former Air Force Base, which is now a business park. The 302-acre area includes substandard World War II-era housing, inadequate infrastructure, and a high percentage of unimproved and underutilized land. With its close freeway access and proximity to both a future light rail extension and McClellan Business Park, the area has long-term growth potential within a region that is focusing on infill development opportunities. DC&E prepared a Master Plan and programmatic EIR that provided guidance to improve housing conditions, upgrade infrastructure, improve neighborhood conditions and facilitate infill development. Land use and design recommendations included changes to existing zoning as well as design guidelines regarding streetscape, circulation and infill development. The project included extensive community participation and coordination across multiple government agencies.
