DC&E prepared an update to the City of Hughson’s General Plan, with an emphasis on controlling growth to maintain the existing character of the community, improving traffic operations, and planning for redevelopment of the downtown area. To prepare for expansion of the City’s Sphere of Influence, DC&E also worked with the Stanislaus County LAFCO to complete a Municipal Services Review regarding the provision of public services and utilities to the Sphere of Influence area. In addition, DC&E prepared the EIR analyzing the General Plan Update and Sphere expansion. Hughson is now using its updated General Plan to allow for orderly growth in keeping with the City’s small town character.
