Winters Municipal Services Review

DC&E prepared a Municipal Services Review (MSR) and Sphere of Influence (SOI) study for the City of Winters in Yolo County. The MSR reviewed the capacity and service levels of public services and utilities, including fire protection, emergency medical services, law enforcement, water supply and treatment, wastewater collection and treatment, stormwater drainage, electricity, and parks and recreation. The SOI study provided a comprehensive analysis of projected population growth, projected development, and the City's capacity to provide adequate services to accommodate this new growth through 2028. Determinations were prepared for the MSR and SOI study in compliance with 2007 legislative changes to the Cortese-Knox-Hertzberg Act.
