DC&E is part of a consultant team preparing an update to the Napa County Housing Element and the associated EIR. Napa County is located in the northern San Francisco Bay Area, and is facing significant housing pressures that are common to the region. In addition, scarcely one-third of the land in the county is level enough for conventional development, and only a small percentage of the level land is located along circulation routes connecting major population centers. The Housing Element Update will analyze local housing needs and resources in order to develop policies and implementation programs to meet the needs of all income segments of the community and of future residents. The project will incorporate several components to meet these requirements, including programs that would create affordable housing units, implementation of policy changes intended to facilitate the construction of affordable housing, and designation of sites as potential locations for the construction of new affordable housing units. In particular, DC&E will lead the effort to identify and analyze adequate sites to accommodate the housing need.
