Based on the most recent Regional Housing Needs Allocation (RHNA), Cupertino must plan for the addition of 1,170 housing units during the 2007-2014 Housing Element cycle. DC&E’s first task is to lead a housing design workshop to educate residents about different housing product types, densities and heights. DC&E will also conduct a sites inventory analysis to analyze the City’s ability to accommodate its RHNA allocation. Based on a city-wide tour, coordination with City staff, and additional analysis, DC&E will confirm which sites are available and most suitable for accommodating Cupertino’s RHNA allocation. In comparing sites, DC&E will evaluate constraints to future development, such as environmental concerns and consistency with City policy. DC&E will also complete CEQA review for the project to identify potentially significant impacts associated with the Housing Element update and to recommend mitigation measures, if necessary, to address those impacts.
