DC&E is undertaking a comprehensive update of the City of Upland’s major policy documents. The project includes an extensive public participation and outreach program to educate City officials, residents and key stakeholders regarding the city’s defining characteristics, including land use, market conditions, air quality, greenhouse gas emissions and transportation. In addition to customary environmental and background data analysis, DC&E is also conducting a thorough investigation of three change areas. Policies affecting these change areas will undergo substantial review and revision and will include the preparation of separate policy recommendations and zoning updates. Working with a team of subconsultants, DC&E will provide extensive transportation, economic and environmental analysis as well as policy guidance that will form the foundation for decision-making for the next several years.
