Steve Noack was the Project Manager for the environmental studies for this $2.3 million project in Fremont. Project issues included determination of the absence or presence of sensitive aquatic species under jurisdiction of the National Marine Fisheries Service and the presence or absence of cultural resources. Mr. Noack provided management oversight on a series of technical studies including a Natural Environment Study, Community Impact Analysis, Relocation Impact Study, Historic Property Survey Report, Noise Study and Air Quality Study. In addition, he prepared the Environmental Assessment/Initial Study document, which resulted in adoption of a Negative Declaration by the City of Fremont under CEQA and a Finding of No Significant Impact by the Federal Highway Administration under NEPA.*
