Alcosta Boulevard Interchange Improvements Environmental Review

Steve Noack managed the environmental studies for this project, which involved design of capacity-increasing improvements at the Alcosta Boulevard interchange with Interstate-680 at the San Ramon/Dublin border. The project included focused environmental review through preparation of technical studies on air quality, noise, socioeconomics, water quality, biology, hazardous materials, historic and cultural resources and visual impacts. Based on the results of the technical analyses, the City determined that the interchange project qualified for a Negative Declaration under CEQA and a categorical exclusion under NEPA. Since the City of San Ramon was the lead agency under CEQA and Caltrans was the lead agency under NEPA, analyses were conducted using Caltrans and Federal Highway Administration guidance.*
