David Early served as project manager for the EIR for a 48-unit single-family subdivision on a site zoned for multi-family housing. Site-specific issues of the proposed project included the effect on City housing policies such as affordability and diversity, visual and design impacts, and impacts on natural resources. The EIR also included a program level evaluation of the annexation of a larger 86-acre area into the City of Sonoma.
