David Early served as project manager for this innovative assessment of the environmental consequences of mall expansion under a proposed Development Agreement. The EIR projected a maximum building size and type for mall expansion and set a maximum envelope for the location of the expansion on the site. The EIR analyzed all potential impacts of expansion within this envelope; subsequent development projects could therefore proceed anywhere inside the envelope without further environmental review. Key issues included traffic, noise, air quality and visual impacts.*
