When Kaiser Permanente proposed to expand its medical center in Vallejo, it called on a consultant team headed by David Early to complete environmental documentation required by the City. The resulting product included an analysis of trip generation, identification of traffic, noise, air quality and hazardous materials impacts, assessment of view and glare impacts on surrounding neighbors, and visual simulations of the proposed development.*
