David Early managed portions of this EIR for a 126?‘unit subdivision on a 27.6-acre site overlooking the Carquinez Strait. The EIR addressed the compatibility of the proposed development with site constraints such as roadway noise, riparian areas and traffic capacity. The EIR included detailed visual simulations of a variety of housing types and vegetation. The EIR also considered the impacts of the annexation of a larger area of existing low?‘intensity residential, industrial and vacant lands to the local wastewater treatment district. This analysis addressed the capacity, pipeline routing and growth inducement factors associated with sewer service extension.*
