David Early served as project manager on the early phases of this EIR/EIS, which evaluated proposed retail and residential development on the historic site of Old Merritt College in North Oakland. Mr. Early helped to formulate a total of six alternatives which addressed the historic school buildings and responded to the neighborhood concerns about visual and design impacts. The EIR/EIS also considered traffic and land use compatibility issues. Mr. Early coordinated extensive historic documentation of the site's existing school buildings, following the Section 106 guidelines required by federal regulations and the State Historic Preservation Officer.*
