David Early worked on the initial phases of this EIR. The Richmond Research Center, an auxiliary campus to UC Berkeley, is located approximately six miles southeast of the main campus on the shoreline of the City of Richmond. The Center provides research, graduate education, public services programs, and private research development. The submitted Opportunities and Constraints Report was used as the basis for further refinements to the evolving Master Plan for the Center. One of the primary issues was how to develop the site and provide adequate protection for over one-third of the site which is considered significant environmental habitat. Mr. Early worked with the University to develop siting and development alternatives to protect these habitat areas while meeting University goals.*
