David Early served as project manager for the initial phases of this EIR, which assessed proposed resort/residential development of one of the largest undeveloped parcels within the Napa city limits. Development on the 918-acre site included an 18-hole golf course, a resort hotel, and several hundred residential units. Additionally, the project was to restore and enhance several hundred acres of low-lying wetlands along the Napa River. Issues considered included the effects of development on wetlands and adjacent agricultural uses, increases in local traffic volumes, and visual impacts associated with removal of on-site eucalyptus windrows.*
