David Early served as principal-in-charge for this environmental assessment of the proposed development of a 95?‘acre parcel of land in Soquel. The project, proposed by the Santa Cruz Redevelopment Agency, included clusters of market-rate and affordable housing, with most of the site devoted to active and passive public open space. The EIR considered a full range of environmental issues, including land use, visual impacts, traffic, noise, air quality, municipal services, geology, hydrology, biotic resources, cumulative impacts and growth inducing effects. The report also included an assessment of six alternatives with varying levels of residential and recreational development.*
