City of Union City

David Early served as Principal-in-Charge for this EIR that examined the impacts of up to one million square feet of commercial development along Interstate 880 in Union City. Mr. Early assisted in the formulation of three land use and design scenarios for the site, which were based on economic and fiscal projections developed by Economic & Planning Systems. The EIR provided an analysis of a focused range of environmental issues particular to this urbanized site, including land use, transportation, municipal services, run-off and water quality, noise and hazardous materials.*
