Los Vaqueros Watershed Lands Resource Management Plan

David Early served as assistant project manager for the first phase of the Los Vaqueros Resource Management Plan, which set policies and procedures for managing the 20,000 acres of land around the Los Vaqueros Reservoir in eastern Contra Costa County.  Plan goals were to protect water quality, preserve environmental resources and provide appropriate recreational opportunities.  Mr. Early formulated the scope of work for Phase I, and coordinated the work of an extensive team of subconsultants and completed a Background Issues Report which assessed inter-related issues in watershed planning such as water quality, recreation, boating and other surface water uses, vehicular access, grazing, fire management, and biodiversity.*
