DC&E provided technical planning and environmental review assistance in support of fiber-optic upgrades to the Pacific Bell telecommunications network in Northern California.  DC&E developed background information on planning and environmental policy in five separate jurisdictions, with particular emphasis on land use policy, visual and design considerations, noise, safety and construction requirements.
