Napa River Flood Reduction Project EIS/EIR
Napa County Flood Control and Water Conservation District and the U.S. Army Corps of Engineers
DC&E worked with the Napa County Flood Control and Conservation District, and the US Army Corps of Engineers to prepare the EIS/EIR on the $160 million project to provide 100-year flood protection to Napa residents. The flood control project utilized an innovative "Living River" strategy that preserved the river's natural flow patterns and biotic regimes. DC&E wrote the EIS/EIR project description and report sections on land use, visual impacts, socio-economics, hazardous materials, cultural resources and alternatives, and also prepared the Final EIS/EIR. DC&E also completed a supplemental Environmental Assessment and Initial Study describing the potential environmental effects of proposed modifications to the Flood Protection Project on the east side of the Napa River in the area of the Maxwell Bridge, and developed a Mitigation Monitoring Program (MMP) that helped to ensure compliance with mitigation measures that were conditions of approval for the Flood Reduction Project. DC&E's work also included the Soscol Bridge Construction Environmental Review and the Third Street Replacement Project Environmental Review, which contained visual quality assessments of the proposed bridge designs and investigations of historic buildings and archaeologically significant resources on and near the sites.
