Water Tank EIR

DC&E carried out the environmental analysis of a proposed water tank whose optimal engineering location was a visually prominent hilltop site. Given Calistoga's scenic setting and the connection between its visual quality and visitor attraction, DC&E included the evaluation and mitigation of the project's aesthetic impacts in the EIR. The project required the judicious balancing of concerns related to environmental review, long-range planning and infrastructure engineering and development. The EIR was prepared as a joint CEQA/NEPA document since federal funds were to be used for project implementation.
