The Federal Base Closure and Realignment Commission Administration transferred administration of Moffett Federal Airfield, located in the heart of Silicon Valley, from the US Navy to NASA in 1994. In 1999, NASA began planning to redevelop this 2,000-acre site into a world-class, shared-use education, research and development campus. DC&E managed the preparation of the Environmental Impact Statement for the project. Responsibilities included project management; assessment of planning and land use compatibility, visual impacts, and services; preparation of the entire EIS; and coordination with subconsultants. The project required assessment of endangered species concerns and flood hazards, as well as coordination with Caltrans, the County Transportation Agency, and the Cities of Mountain View and Sunnyvale. As part of this project, DC&E also prepared an environmental assessment of development to be completed under NASA's existing Comprehensive Use Plan, as well as an evaluation of the correlation between NEPA and CEQA documentation requirements for development under the proposed project. This project won the NASA Group Achievement Award in 2003.
