Northgate Christian Fellowship Church Initial Study and Negative Declaration

The Northgate Christian Fellowship proposed to construct a new church on a 20- acre parcel of land previously owned by the IT Panoche Corporation. The parcel was outside the city limits of the City of Benicia, surrounded by grazing land, without water or sewer services and near the now-closed IT Panoche Hazardous Waste Disposal Facility. DC&E prepared an Initial Study and Mitigated Negative Declaration for the project to address environmental issues such as aesthetics, hazardous materials exposure, infrastructure and growth inducement.
