Gasser Master Plan EIR

The 80-acre Gasser Foundation property is one of the last undeveloped areas within Napa’s Rural-Urban Limit line. DC&E prepared the EIR on the proposed Master Plan for this site, which includes a mix of offices, light industry, retail shops, residences, transitional housing, and a 14-screen movie theater. Critical environmental issues included flood risks due to the site’s location along the Napa River and Tulocay Creek, hazardous material contamination, biological resources, traffic impacts, and concerns over transit access, pedestrian safety and bicycle circulation. DC&E also evaluated the proposed Master Plan against the City’s land use plans and policies and in regard to the site’s location within a gateway area to downtown Napa and developed alternative conceptual site plans with the goal of better integrating the proposed uses.
