Park Avenue District Plan Initial Study for the City of Emeryville. The City of Emeryville prepared a specific plan to revitalize its historic center, the Park Avenue District. The plan will preserve the District’s community character, derived largely from its past industrial uses, while also encouraging new residential, retail and office uses in the area. DC&E prepared an Initial Study/Negative Declaration for the Plan, focusing in particular on potential impacts related to visual quality, historic resources, traffic and circulation, and land use. DC&E also provided consultation on the completion of the District Plan itself, to ensure that the analysis contained in the Initial Study informs the development of the policies contained in the Plan. The result was a largely self-mitigating Park Avenue District Plan.
