DC&E completed this EIR for a 95,000 square-foot supermarket on an extremely accelerated schedule. Due to slippage of the schedule during an earlier environmental review effort, the City asked DC&E to prepare the document on a fast-track schedule so that the City could meet its obligation to the project proponent. The EIR required careful analysis of cumulative impacts and alternatives, as the proposed project coincides with Wal-Mart's plan to build a supercenter in the same area of city, and both project EIRs are receiving close scrutiny by outside interests.
