DC&E is completing the EIR for a new mixed use development on the abandoned Napa Pipe Project industrial site along the Napa River in unincorporated Napa County. The project is based on principles of smart growth, and proposes a combination of residences, neighborhood-serving retail, light industrial/R&D/warehousing, office space, restaurants, a condominium hotel and community facilities. DC&E's role involves extensive coordination with County and City staff, and management of numerous subconsultants. Key issues to be addressed include visual resources, air quality, hydrology, water quality and supply, traffic and hazardous materials. DC&E's analysis will identify potentially significant impacts associated with the phased buildout of the project and mitigation measures to address those impacts.
