Rollingwood Avenue Initial Study/Mitigated Negative Declaration

DC&E prepared an Initial Study/Mitigated Negative Declaration for a proposed residential development on a 28-acre infill parcel in Vallejo. The proposed development included 214 single-family homes on 104 street-front lots and 110 alley-loaded lots, plus a 4.1-acre community park. The northerly portion of the project site contained four little league baseball fields, which would be relocated, while the southerly portion, previously used as a drive-in theater, was vacant. The IS/MND completed by DC&E examined all issues required under CEQA, including land use and public policy, noise, traffic, parks and recreation, visual quality, geology, hydrology, water quality, hazardous materials and cultural resources. The project acoustical study revealed that several of the proposed residences would potentially be exposed to roadway noise exceeding noise compatibility thresholds established in the City's General Plan. DC&E closely coordinated with the project acoustical consultant and City staff to identify suitable mitigation, which included the construction of sound walls along two sides of the site. DC&E's traffic analysis determined that the internal site circulation plan failed to provide adequate access for emergency vehicles and that adjustments would be required through mitigation to enlarge turning movement areas. The analysis also determined that there would be inadequate sight distance for motorists exiting the project.
