Nielson Street Storm Drain Initial Study/Negative Declaration

DC&E prepared an Initial Study and Negative Declaration for the City sewer improvements intended to address inadequacies in the stormwater drainage system within the City's Village Creek neighborhood. The project was to utilize below-grade boring technology to install 1,500 feet of 30-inch storm drain line, and replace an existing 6-inch sanitary sewer line with an 8-inch line through a pipe bursting procedure. In accordance with CEQA, DC&E prepared an IS/ND to identify potentially significant impacts associated with project construction and operation. DC&E examined all issues required by the CEQA checklist, and identified the relevant City Standard Specifications/General Provisions and Special General Provisions that would serve to mitigate potential impacts to a less-than-significant level. Given the location of the project within a residential neighborhood and the nature of the improvements, key issues of concern were noise, traffic and air quality.
