Broadway Plaza Retail Expansion EIR

DC&E prepared an EIR for a retail expansion project featuring a Nieman-Marcus store, which was proposed for Broadway Plaza, a shopping center located in downtown Walnut Creek. The project included the demolition of a portion of one of the existing structures and an existing parking lot on the site; the construction of a new 107,100 square foot building, requiring a General Plan Amendment to increase the maximum commercial floor area ratio and the building height limit; a Zoning Ordinance Building Height Map Amendment to increase the building height limit; a Conditional Use Permit to authorize a reduction in the number of required parking spaces; and a Lot Line Adjustment. DC&E's environmental review focused on the visual impacts of the new building, especially as it related to scenic views of Mount Diablo. A key part of this analysis was a massing study that simulated the building envelope from a series of viewpoints. DC&E's review also focused on the transportation and parking impacts, and coordinated with other projects under CEQA review in the downtown area.
