National City Comprehensive General Plan, Land Use Code Update, EIR and CAP

City of National City

DC&E is working with Project Design Consultants and the City of National City to update the City's General Plan and Land Use Code, which were last comprehensively updated in 1996. Key issues to be addressed by the project include a severe need for redevelopment, economic development and investment; adaptive re-use of aging industrial sites; environmental justice; and adequate recreational opportunities. DC&E is providing review of the Draft General Plan, assisting with the development of a city-wide Form-Based Code, and preparing a comprehensive Program/Project EIR to evaluate potential environmental impacts of the adoption of the General Plan and Land Use Code update and a number of proposed individual projects. DC&E is also preparing a Climate Action Plan (CAP) which will be a comprehensive strategy to both reduce greenhouse gases and make National City a more sustainable community in general. The CAP will include strategies related to energy use, transportation, land use, solid waste management, air quality, public health, water conservation, economic development, agriculture and open space protection.
