Windsor Gateway for Tefler Oil Company. DC&E is assisting Telfer Oil Company with creek restoration, landscape design and biological permitting related to a mixed-use development project on a four-acre site just north of downtown Windsor. The project includes approximately 105 residential units, 40,000 square feet of commercial, and traffic and parking improvements along Old Redwood Highway. A small creek runs through the site, both in an underground culvert and in an open channel. DC&E is developing a conceptual plan for daylighting a portion of the culverted creek and for restoring and revegetating the remaining creek channel areas. The concept plan will include grading and planting for the channel and banks, and will address the relationship between the creek and the proposed buildings. The restored channel will be a central element of the overall project, and will create a visible open space connection to the newly redeveloped downtown. DC&E is also completing landscape designs for medians, green spaces adjacent to buildings, and parking areas, which will include bioswales to treat on-site runoff. In addition, DC&E is coordinating with various biological permitting agencies to gain their authorization for the project.
