Arrow Highway Corridor Demonstration Project

Working as part of a Compass Blueprint demonstration project team led by The Planning Center, DC&E documented the range of multi-jurisdictional tools available to assist local governments in realizing mixed-use infill development. This Blueprint project was intended to guide jurisdictions located along a portion of Arrow Highway in the San Gabriel Valley to realize their desired vision for redevelopment and to coordinate future improvements and planning activities. DC&E developed a menu of implementation mechanisms, including voluntary joint planning agreements, joint powers authorities (JPAs), joint general and specific plans, sales tax sharing, shared redevelopment area funds (TIFs), and infrastructure finance districts (IFDs). Through a series of interviews with staff from five Arrow Highway area Cities and Los Angeles County, DC&E uncovered the issues surrounding multi-jurisdictional coordination along the corridor and suggested an appropriate implementation mechanism for the area.
