Mr. Early served as principal-in-charge of the initial phases of this project, creating the approach and scope of work. The project involved analysis of the engineering feasibility, transportation benefits and environmental impacts of three alignments for a bicycle-pedestrian path through Arana Gulch. Mr. Early developed a strategy of "avoidance and mitigation" to minimize environmental impacts and the need for costly environmental review of alternatives.*
