DC&E prepared a Needs Assessment for the areas around two future rail stations on the Sonoma ? Marin Area Rail Transit line. The two station areas, Marin Civic Center and Santa Rosa, were selected because they represent two contrasting conditions. In Santa Rosa, there was strong community support for station area planning, and many planning initiatives were already underway. At the Marin Civic Center, there was only a minimal amount of public interest in the rail project, so there were many fewer on-going efforts with which coordination was required. DC&E gathered information on relevant plans, projects, studies, policies and regulations affecting the study areas. This Needs Assessment served as a reference document for the subsequent prototypical station area plans for the project.
