Downtown Hayward Urban Design Study

Working as a member of a study team, David Early examined the urban design opportunities for Hayward's historic downtown, which has fallen into disuse due to increasing suburban and automobile-oriented development in the Bay Area.  The study recommended high-density housing around the Hayward BART station, new civic institutions such as a City Hall in the downtown, and improved pedestrian amenities in retail areas.*
