Las Pulgas Avenue Planning Process

City of East Palo Alto, as a subconsultant to the National Community Development Institute (NDCI)

DC&E worked with NCDI to prepare a conceptual scheme for an 18-acre underutilized area within the Ravenswood Business District redevelopment area in the City of East Palo Alto. The one-block project area included multiple property owners with a mix of light industrial uses, offices, retail and housing. DC&E synthesized numerous sources of information, including feedback from community meetings and stakeholder interviews, to create a conceptual plan that capitalized on the area's potential as a gateway for the Ravenswood Business District. The plan envisions a vibrant, pedestrian-friendly, mixed-use neighborhood with parking located in the interior of the block, pedestrian paths connecting the various uses, and plazas and open space areas for residents and visitors. DC&E also produced perspective drawings of key views selected by the community to illustrate the desired "feel" of their vision for the area. The final plan is firmly grounded in market realities and will allow the City and property owners enough flexibility to achieve improvements incrementally.
