Streetscape Revitalization Plan for the City of Atwater. DC&E developed a conceptual streetscape plan for Atwater Boulevard, which was formerly Highway 99, the original north-south artery through California’s Central Valley. Following the construction of the Highway 99 freeway, Atwater Boulevard fell into a long period of neglect as new development was focused on the opposite side of the city. The Streetscape Plan will revitalize Atwater Boulevard by creating a special character for the corridor and facilitating private development on vacant and underutilized sites. A key component of the Plan is the development of conceptual designs for three entries to the city from Highway 99. DC&E developed a series of gateway elements that are used in varying degrees at each of the three sites, including almond trees recalling Atwater’s history of almond ranching; stacked stone pedestals reminiscent of the stone walls commonly built in rural agricultural communities; and an overhead gateway like those often built over highways in Central Valley towns.
