Miraflores Conceptual Development Site Plan and EIR

The 14-acre Miraflores site is located in the Park Plaza neighborhood of the City of Richmond. Japanese-American family-owned flower nurseries operated on the site for the past 90 years but are no longer in use. Working with community residents, Eden Housing, the Community Housing Development Corporation of North Richmond, and the City, DC&E designed a concept plan to redevelop the site with approximately 80 affordable multi-family units and 100 single-family homes, as well as a park, tot lot and community building for residents. The Plan responds to several significant site constraints, including noise and air quality impacts from Interstate 80 immediately to the east; daylighting approximately 350 linear feet of Baxter Creek; and preserving historic homes and nursery structures, while knitting the new neighborhood into the existing street pattern of the surrounding residential area. DC&E is also preparing an EIR to address a range of technical issues, including past soil and groundwater contamination on the site.
