DC&E Staff

The staff at DC&E come from diverse backgrounds and have been recognized nationwide for their outstanding work in planning and design.




DC&E's founder, David Early, AICP, has over 20 years of experience in planning and design, and has masters degrees in both Architecture and City Planning. He has worked on scores of projects in diverse communities throughout the west. His work has won awards at the local, state and national level and he has also spoken on and taught about planning principles at venues across the country. Mr. Early is an emeritus member of the California Planning Roundtable, whose mission is to promote creativity and excellence in planning by providing leadership in addressing important planning issues in California. He is also a past President of Urban Ecology, Inc.

Bill Bogenschutz, Urban Designer, assists in research, writing, and graphics for planning and urban design projects. Before coming to DC&E, Bill worked as an urban designer in New York city and holds a Bachelor of Urban Planning from the University of Cincinnati. He has also worked in the past as a cook in restaurants throughout the Cincinnati area. When he’s not working he enjoys cooking, traveling, photography, rock climbing, and cruising the California countryside on his motorcycle.

Bruce Brubaker is an Senior Associate and Urban Designer with DC&E. He is a licensed architect with more than 15 years experience in planning and designing residential, commercial and public architecture and urban spaces. Bruce has a strong interest in providing a sustainable framework for development of the built environment. Born and raised in Los Angeles, he attended undergraduate school at Cal Poly San Luis Obispo and graduate at UC Berkeley. He has lived in Boston and Europe, and now resides in Point Richmond, CA, where he dutifully serves on lots of boards and committees. His interests include hiking, reading obscure historical novellas and building things.

Clifton Byrd, DC&E’s IT Manager, is a Microsoft Certified Systems Engineer (MCSE) with 20 years of experience installing and maintaining Local and Wide Area Networks. Clifton has worked as an IT Manager for Stellar Enterprise and a Lead LAN Administrator for Kaiser Permanente. In his spare time he volunteers for Lifeskills411, a nonprofit organization that promotes the development of youth.






Agnes Chan, Planner, is responsible for research and report-writing for comprehensive planning and environmental review projects at DC&E. Her previous work experience is diverse, having worked in community economic development, commercial corridor development, and transportation planning in the San Francisco Bay Area and Los Angeles. Her planning interests are in land use, adaptive reuse, and equitable economic development strategies. She holds a Master's degree in Urban Planning from UCLA and a B.A. in Economics from Dartmouth College. In her spare time, Agnes likes to travel, rock climb, play piano, and enjoy the many restaurants and cafes of the San Francisco Bay Area.

Dahlia Chazan, AICP, Associate, is responsible for research and writing for planning and environmental review projects. She holds Masters degrees in Urban and Regional Planning and Natural Resources Policy from the University of Michigan and a Bachelors in Ecology from the University of California, San Diego. Prior to coming to DC&E, Dahlia ran the Sustainability Indicators Program at Redefining Progress and was a planning consultant specializing in open space and land conservation. Outside of the office, she likes to explore the Bay from her kayak and try out new baking recipes on her friends.

Yarnie Chen, Urban Designer, assists in research, writing, and graphics production for planning and urban design projects. Yarnie holds a Masters degree in Landscape Architecture from California Polytechnic University, Pomona, and a Bachelors degree in Environmental Sciences from the University of California, Berkeley. She has broad experience in urban design, planning and landscape architecture, and strongly believes in the multi-disciplinary and collaborative approach for projects. Her interests include walkable communities, car-free cities, design of functional urban spaces, and integration of ecological systems into planning and design -- particularly green infrastructure. Yarnie has a great passion for traveling, encountering diverse cultures, and discovering what makes a public space great. In her free time, Yarnie likes to read, complete home improvement projects, work on field sketches, and explore the many outdoor places of the East Bay hills.

Jessica Daniels, Project Planner at DC&E, conducts policy analysis and writes academic and professional papers and reports. She uses her planning and writing skills to develop general plans, perform code audits and to conduct academic and economic analyses, and feasibility studies for transfer of development rights (TDR). Before the merger between Solimar Research Group (Solimar) and DC&E, Jess worked for Solimar as a Policy Analyst and Assistant Planner on a variety of projects throughout the United States including many with the Environmental Protection Agency’s (EPA) Smart Growth Leadership Institute. Prior to working at Solimar, Jess interned at the Livable Communities Coalition in her hometown, Atlanta, Georgia, where she conducted an extensive Quality Growth audit for municipalities in the metro region. She holds a Masters in Regional Planning from Cornell University and a Bachelors of Arts in Economics from the University of Montana. When Jess is not traveling back to the east coast, she enjoys surfing, hiking, spending time with her Siberian husky, Kolo and learning Slovak.

Philip Denning, Planning Intern





Eric Eidlin, Project Urban Designer, is responsible for research, report writing, design and graphic production for comprehensive planning, urban design and environmental review projects. He holds a Masters degree in Urban Planning from UCLA and a Masters degree in Urban Design from the University of Toronto. He has a particular interest in transportation and land use issues, as well as smart growth. In his free time, Eric likes to run in Golden Gate Park, hike, bike and cross-country ski. He also spends a lot of time reading in several of the wonderful cafes in Cole Valley, the San Francisco neighborhood where he lives.

Aaron Engstrom, Project Planner, joined DC&E in 2008 as part of its merger with Solimar Research Group.  Aaron specializes in GIS infill applications and economic analyses for urban planning, TDR and policy projects.  He has worked on urban mixed-use-center studies and has completed extensive economic analysis of infill projects in Southern California and in the State of Washington.  Aaron has also performed various GIS operations and is currently studying a market feasibility development rights program.  Aaron holds a Bachelor of Science degree in Environmental Resource Management from California State University, Channel Islands.  In his spare time, he likes catching waves at the beach, watching sports and designing vivariums.

Melissa Erikson, ASLA, Senior Associate, has focused her work on accessibility, conceptual design, and construction documents with an emphasis on public space and park design. Melissa is a licensed landscape architect and has created conceptual designs through to construction documents for projects ranging from public parks, schools, mixed-used developments and podium level landscape plans. Her graphic and written skills have assisted community outreach efforts, and the creation of design guidelines, feasibility studies, long-range management plans and construction projects.  She brings 8 years of higher education administration experience to her work and oversees the efficiency of CAD operations within the firm in order to better serve client needs and meet deadlines without sacrificing quality.  In her spare time, Melissa is a photographer, painter and softball player.

Tom Ford, AICP, Principal, has been with DC&E since 1999 and has been practicing urban design, planning and architecture since 1993.  Prior to DC&E, he was a Project Manager and urban designer at Calthorpe Associates for five years.  Tom is a project manager and urban designer contributing drawings and writing to a range of planning and revitalization documents and projects at DC&E.  Tom brings strong architectural and urban design skills to all the assignments he undertakes which include Specific Plans, Concept Plans, Downtown or "Main Street" Plans, Transit-Oriented-Development Plans, Alternatives Generation, Site Plans, Streetscape Master Plans and Visioning exercises and workshops.  Tom holds a Master of Architecture degree from the University of California, Berkeley as well as an undergraduate degree in dramatic art from the University of California, Davis.

Brian Fulfrost, Associate Principal, has been using GIS to assist in environmental decision making for 15 years. Before coming to DC&E, Brian was the GIS Coordinator and Senior Lecturer in the Department of Environmental Studies at UC Santa Cruz. He has spent most of his career utilizing GIS and remote sensing for advanced spatial analysis, modeling and decision support in natural (and cultural) resource management, water quality studies and conservation. He has experience designing and developing both small and large spatial databases. He also has expertise utilizng GIS with a wide range of stakeholders as a participatory tool for environmental planning. He served as Chair and provided leadership or many years at the Central Coast Joint Data Committee (CCJDC) and is an advisor to a wide range of environmental groups, including the California GIS Council, the SFBBO, Big Sur land Trust, the CNPS and UCSC arboretum.

Joel Fuller, DC&E's Graphics Manger, has over 15 years experience in producing graphics for print, video, video games, 3D animation, presentations and web sites. Joel balances fast production and quick turn-around with sensible and clear design principles. He handles graphics workflow, software, day-to-day printing and production, and designs and builds interactive web sites for DC&E clients. Joel previously spent over two years working closely with Steve Price of Urban Advantage, producing some of the country's most compelling urban visualization scenarios depicting positive urban change. In his spare time he is driven by emerging open-source web technologies and web infrastructure. Joel is a skilled carpenter and drumming enthusiast who enjoys backpacking, nature and alternative transportation ideas such as electric vehicles.

William Fulton, Principal, joined DC&E in 2008 as part of its merger with Solimar Research Group, where he was the Founding President for eight years. Bill specializes in urban planning, metropolitan growth trends, economic development, TDR and policy projects with a focus on government agencies, land conservation organizations and developers as clients. Leading DC&E's Ventura office, he is well known as the best-selling Author of the Guide to California Planning and the L.A. Times best-seller, The Reluctant Metropolis: The Politics of Urban Growth in Los Angeles. Currently serving as Ventura's Deputy Mayor, Bill is also a Senior Scholar at the School of Policy, Planning, and Development at the University of Southern California. He is also the founding publisher of California Planning & Development Report. Bill holds a Master's Degree in Journalism/Public Affairs from The American University in Washington, D.C., and a Master's Degree in Urban Planning from UCLA.

Cynthia Gallant is a Landscape Designer working on a variety of park, streetscape, playground, trail and open space planning projects at DC&E. She has a Bachelors of Landscape Architecture from the University of Maryland with a citation in Environmental Studies. In her spare time she enjoys hiking, snowboarding, brewing beer and sculpting.

Ken Garkow, Operations Manager, joined the DC&E team in 2002. He is responsible for keeping the operational systems of the building in ship shape, as well as the daily tasks of human resources, and the overall efficiency of the office environment. He brings a diversity of experience to DC&E, from constructing and managing the first shipping department at PowerBar, Inc., to serving as a television airshift engineer for an international broadcast network, to working as a tea technician for Peet's Coffee and Tea. In his spare time, Ken paints portraits for hire, creates collages from found materials, makes short films, and illustrates his own graphic stories.





Greg Goodfellow, Project Planner at DC&E, provides research, community outreach support and report-writing for the firm’s Comprehensive Plans and Environmental Reviews. Greg’s areas of expertise include growth management, infill development and communications, along with a wide-range of geographic growth management and infill policy. Before joining DC&E, he acted as Project Manager at Solimar Research Group, implementing regional smart growth and infill strategies throughout the Los Angeles area and supported a range of international community planning efforts at the New York City headquarters of Parsons Brinkerhoff, Inc. Greg holds a Masters in Urban Planning from the University of California, Los Angeles and outside the office, is most likely writing, reading, skateboarding or reading and writing about skateboarding..

Nancy Graham is DC&E's Chief Operating Officer.  Since 2000, Nancy has been responsible for DC&E's accounting, human resources, information technology, insurance, contract review and administrative areas.  She has an Accounting Certificate from UC Berkeley Extension and passed the CPA exam in 2002.  Nancy keeps the DC&E team productive and efficient by managing staff resources and devising organizational systems.  Outside the office, Nancy is a sculptor who employs welding and concrete to create figurative sculptures.

Ted Heyd, Associate and Environmental Planner, has over seven years experience in completing CEQA and NEPA analyses for a broad range of land development, transportation, and transit system projects. Ted has a particular interest in the technical research, writing, and multi-task management associated with the environmental compliance process. Born and raised in the Northeast, but a 10-year California resident, Ted attended Hobart College in upstate New York where he earned his undergraduate degree in History, and San Jose State University, where he earned a Master's in Urban and Regional Planning. His interests and favorite things include reading history, outdoor excursions with family and friends, old wooden schooners, dogs, and the Maine coast.

Katie Hollenbaugh, Project Urban Designer, assists with research, writing and graphic preparation for urban design projects, EIRs and other planning documents.  Before coming to DC&E, Katie worked as a Development Analyst for the National Affordable Housing Trust analyzing government funding sources and assisting in the creation of low-income housing developments across the United States. Katie holds a Masters degree in Urban Planning from Harvard University's Graduate School of Design.

Alejandro Huerta, Planner for DC&E’s Comprehensive Planning projects, provides research, community outreach support and report-writing. Alejandro brings a wide range of experience to DC&E, from teaching non-profit enrichment programs, to serving as an Architectural Historian for cultural resource and historic preservation groups. He holds a Masters degree in Architectural History and Bachelors degree in Urban Studies. In his spare time, Alejandro loves to look at old buildings, and teach architectural history courses.

John Hykes, ALSA, is a Senior Associate working in landscape design and urban planning. John has been with the DC&E since 2001, a licensed landscape architect, his projects have included streetscape design, urban planning, and park design. His experience in landscape design over the past seven years has a range from large scale neighborhood design projects to small scale residential plant design. John holds a Masters Degree in Landscape Architecture from the University of California at Berkeley.

Joanna Jansen, AICP, is a Associate Principal with DC&E, managing a range of comprehensive planning and environmental review projects. Joanna has been with DC&E since 1999. She previously worked as an Associate on numerous environmental review, comprehensive planning and community participation projects, coordinating with technical consultants including biologists, archaeologists, civil engineers, economists, traffic engineers and acoustical and air quality specialists. During her two years as DC&E's Marketing Manager, she was responsible for organizing and writing proposals; overseeing the design and maintenance of DC&E's statement of qualifications, web site and marketing materials; and maintaining contact with our clients and subconsultants. Outside of the office, Joanna enjoys camping, traveling and cooking with her husband.

Brad Johnson, Project Urban Designer, is responsible for research, report writing, design and graphic production for comprehensive planning, urban design and environmental review projects. He holds a Masters degree in Urban and Regional Planning from the University of Iowa and a Certificate in Urban Design from the University of Pennsylvania. He has a particular interest in affordable housing and growth management, and also the relationship of these issues to urban design. In his free time, Brad likes to catch live music, attend sporting events, play tennis and continually survey the many taquerias of the Bay Area.

Yiu Kam, Graphics Assistant is responsible for support and production of the company Statement of Qualifications and updating our company web site. Prior to joining DC&E, Yiu was an Assistant Planner for the Downtown Area Plan Update for the City of Berkeley, implementing various planning and urban design projects. His main areas of interest are publicly-owned land-use issues, streetscapes and transit oriented development. Yiu graduated from the University of California, Berkeley with a Bachelors Degree in Urban Studies. In his free time, he watches and plays a variety of sports, is a “die-hard” Warriors fan, and enjoys photography, graphic design, film and searching for the best slice of cheese pizza in the Bay Area.

Lisa Katz, Planner, is responsible for research and report writing for environmental review projects. She holds a B.S degree from the University of California, Berkeley in Conservation and Resource Studies. Lisa has worked with various research groups in biology, including the Hawaiian Coral Reef Initiative, studying the impacts of invasive algae on corals. Outside the office, Lisa enjoys road biking in the Berkeley hills, cooking organic food and listening to live music.

Charlie Loy, Landscape Designer at DC&E, works on a variety of park, streetscape, playground, trail and open space planning projects. Alexis Lynch, Planner at DC&E, is responsible for research and report-writing for land use, environmental review, and transportation projects. Alexis focuses in land use, urban design, smart growth and economic development projects. Prior to joining DC&E, she worked for the City of Berkeley on its Downtown Area Plan Update and as a Research Associate for the Mineta Transportation Institute in San Jose, California. Alexis holds a Masters Degree in City Planning from the University of California, Berkeley, and a Bachelors Degree in Sociology from Vassar College. In her spare time, she enjoys wine tasting, cooking, traveling, reading, making artwork, and exploring the San Francisco Bay Area.

Chad Markell, AICP, Associate, assists with environmental review and comprehensive land use and open space planning projects. Chad is experienced in strategic planning, public involvement and group facilitation. He is also adept at using mapping to graphically enhance analyses of existing and future land use scenarios. Chad’s past work has focused on watershed and water resources management and the interface between natural and urban environments. In his spare time, he enjoys playing with his dog, ultimate frisbee, outdoor activities, and all things aquatic, particularly scuba diving.

Isabelle Minn, ASLA, Senior Associate, is a landscape architect working in landscape design and natural resource and open space planning. At DC&E, Isabelle's projects include trail and park design, natural resource and open space master planning, creek restoration and enhancement, watershed planning and urban design. Much of Isabelle's work focuses on creating a balance between natural resource protection and public access while promoting environmental stewardship. She has also managed and assisted with neighborhood and streetscape plans, transportation plans and community participation projects. Prior to coming to DC&E, she completed site plans and planting designs at a landscape architecture firm in Ann Arbor, Michigan. Isabelle is also fluent in Spanish and has extensive experienced in translation and workshop facilitation in both English and Spanish as part of DC&E's planning and design work. Isabelle holds Masters degrees in both Landscape Architecture and Resource Ecology and Management from the University of Michigan.

Sophie Mintier, a Planner at DC&E, provides research and report-writing for planning and environmental review projects. Her areas of focus include affordable housing, industrial retention, and climate change policy. Before joining DC&E, Sophie worked on environmental indicators for Redefining Progress, delivered research and GIS mapping projects at UN Food and Agriculture Organization, and evaluated an inclusionary zoning ordinance in Brooklyn. She holds a Masters in Regional Planning from Cornell University and a Bachelors in Political Science from UCLA. In her spare time, Sophie enjoys cooking, running around Lake Merritt, and visiting art museums and galleries.

Sadie Mitchell, Urban Designer, is responsible for research, report writing, design and graphic production for urban design and landscape architecture projects. She has a Masters degree in both Landscape Architecture and City Planning from the University of California, Berkeley as well as an undergraduate degree in Biology and Environmental Studies from Bowdoin College. She is particularly interested in streetscape design, walkability, and the application of planning and design principles. Outside of the office, Sadie likes to travel, walk with her dog and pretty much anything that has to do with food.

Ian Moore, Associate Principal, manages DC&E’s transportation planning and design practice, with an emphasis on multi-modal corridors, non-motorized transportation, pedestrian safety, and transportation and land use integration. Ian has broad professional experience including environmental planning, site design, policy analysis and development, community planning, and transportation facility design. He has used his planning and design skills to develop bicycle master plans, pedestrian master plans, multi-use trail designs, bicycle and pedestrian design guidelines, neighborhood traffic calming projects, transit improvement studies, and multi-modal corridor plans. He brings ten years of professional experience in the San Francisco Bay Area. Outside the office, Ian spends time with his wife and two daughters, and is an avid bicyclist and ski mountaineer.

Steve Noack, AICP, Principal at DC&E, has over 27 years of experience in environmental and land use planning, primarily in the Bay Area.  Steve specializes in preparing environmental documents on a wide range of projects including general plans, campus planning documents, master development plans and transportation projects.  His expertise includes day-to-day application of the California Environmental Quality Act, the National Environmental Policy Act and other state and federal environmental regulations and guidelines.  In addition, Steve provides planning analysis expertise in land use and socioeconomic studies.  He is also a trained facilitator.

Ben Noble, AICP, is an Associate working on comprehensive planning and envionmental review projects. His professional interests include integrated land use/transportation planning, plan implementation, and transportation policy. Before joining DC&E Ben worked on advance and current planning projects for the City of Sausalito. He also has experience with Zoning Ordinance updates, CEQA documents, transportation planning, and General Plan updates. Before receiving his Masters degree in City and Regional Planning from the University of North Carolina, Chapel Hill, Ben worked on neighborhood revitilization projects with a community development corporation in north Philadelphia. In his spare time he enjoys playing the piano, reading, and frequenting the many restaurants on Solano Avenue near his Albany home.

Grant Reddy, Graphics Assistant at DC&E, provides support for all graphics production. Grant’s specialties include graphic design as well as working on computers. He attended the University of Colorado at Boulder where he graduated with a degree in Environmental Design with an emphasis in Architecture. In his free time, Grant enjoys playing basketball, snowboarding, sketching and reading. He also appreciates all forms of music including rock and hip hop.

Ana Mónica Ryan is DC&E’s Accountant. She is an alumnus of the Coro Center for Civic Leadership Community Fellows Program, and holds a Bachelor's degree in Philosophy from UC Berkeley. Prior to joining DC&E, Ana Mónica worked as Business and Operations Manager for Hatchuel Tabernik and Associates, a Berkeley-based consulting firm. When she isn't working, she can be found volunteering her time at the Berkeley Animal Shelter or at the Coro office in San Francisco. She enjoys community and exercise at the Downtown Y and kundalini yoga at Studio 12.

Kyle Simpson, Project Planner, conducts research and writing for a wide range of reports and plans including General Plans, Specific Plans, and EIRs. He holds a B.S. degree in Political Science from Santa Clara University. Kyle has worked as staff for elected officials including a member of the San Jose City Council where his work focused on public policy. He has also provided staff services for Greenbelt Alliance, advocating for livable communities, and promoting sustainable development. In his spare time, he enjoys reading, surfing, and being outdoors.

Sue Smith, Production Manager for DC&E, works primarily in Microsoft Word desktop publishing text and graphics from a variety of authors to conform to DC&E’s report style. She trains staff in word processing basics and provides direction to staff and outside subconsultants. With over 20 years of experience in producing documents for planning and engineering firms, she has an excellent understanding of technical subjects. A New Zealander, Sue’s outside interests include singing, gardening, interior design and collecting Pacific Rim art. Other activities include walking her dog Sakari at Point Isabel and raising her daughter who attends Berkeley High School.





Carey Stone, Project Planner, is responsible for research, report writing, and GIS mapping for comprehensive planning and environmental review projects. She has a masters degree in Community and Regional Planning from the University of Oregon and an undergraduate degree in sociology from the University of California, Santa Cruz. Carey’s prior experience includes reviewing residential, mixed-use and commercial projects to determine if they were eligible for endorsement from Greenbelt Alliance’s Compact Development Team and writing and tracking grants for a non-profit housing group in Visalia, California. Outside of the office, she enjoys gathering her omnivorous friends to dine on her vegetarian cooking, discovering new music, weekends in the mountains and traveling to Spanish-speaking countries.

Tanya Sundberg, Associate, assists with research and report writing for comprehensive planning and environmental review projects. She holds a Masters degree in Landscape Architecture from the University of California, Berkeley with an emphasis in environmental planning. Prior to joining DC&E, she was a planner for the City of Sunnyvale, California where she focused on current planning and bicycle/pedestrian projects. Sarah Sutton, ASLA, LEED AP is a Principal with DC&E. She joined the firm in 1998 and is a licensed Landscape Architect, bringing over 25 years of experience in public and private sector design including streetscapes, trails, parks, housing, green roofs, plazas and creek enhancements. Her key strength is a strong background in public works design and construction as well as management of large and complicated public sector construction projects. As a LEED accredited professional, her focus is on sustainable design and construction, strengthening the firm's continuing commitment to environmental stewardship in planning, design and project implementation. Sarah has managed several award winning park, plaza and urban trail projects and has worked closely with local and nationally recognized artists on many of her projects, with a collaborative approach that integrates the finished artwork with a responsive landform and spatial design. Sarah's interest in sustainability and public art extends into her spare time where she practices organic gardening and produces original artwork in a variety of media..

Isby Swick, Project Planner, is responsible for research and report-writing for comprehensive planning, landscape architecture and environmental review projects at DC&E. Isby recently completed her Masters in Landscape Architecture, with a focus on ecological and community design. Her academic and professional work focuses on the development of healthy urban communities and conservation of natural resources. Isby’s experience in the field of landscape architecture and planning includes the development of conceptual and construction documents, campus and regional scale visioning, and participation in collaborative planning efforts. Before joining DC&E in 2007, Isby worked in the field of landscape architecture and planning with the Claremont Environmental Design Group and Amigos de los Rios, and worked as an environmental educator throughout California.

Jeff Williams, AICP, Associate, is responsible for urban design, research and report writing and graphics production for urban design projects, EIRs and other planning documents.  His work has included General Plan updates, specific plans for commercial districts and zoning ordinance revisions.  Jeff holds a Master of City Planning degree from the University of California, Berkeley, and an undergraduate degree in legal studies from the University of California, Santa Cruz.  In his spare time, Jeff enjoys exploring Bay Area neighborhoods and visiting local farmers' markets.

Leslie Wilson, Planner with DC&E, provides research and report-writing for comprehensive planning and environmental review projects for the firm. Leslie’s areas of focus are historic preservation, economic development, social justice and adaptive reuse. Before joining DC&E, she worked for a non-profit in Cincinnati, Ohio and holds a Bachelors in Urban Studies from the University of Cincinnati. Outside of the office, she enjoys lounging, her Daschund, playwriting, learning to tap dance and exploring.
